DC Kathua chairs DSC meeting to discuss modalities for finalising proposal under SANKALP scheme

KATHUA – Deputy Commissioner Kathua Rahul Pandey today convened a meeting of District Skill Committee (DSC) here in the Conference hall of DC office to discuss the formulation of revised District Skill Development Action Plan under Skill Acquisition and Knowledge Awareness for Livelihood Promotion (SANKALP), a programme of the Ministry of Skill Development, Government of India.

At the outset, the meeting was apprised about the target sectors, target groups, stakeholders, sector-wise training cost to be borne by MSDE under the SANKALP through power point presentation. The meeting held threadbare discussion with regard to finalization of revised plan for the 09 identified sectors wherein MSDE will bear two-third cost and the remaining one-third shall be borne by the External agency.

The DC called for identification of individuals as per the requirement of the industry and who are ready to contribute the remaining cost for the training or skill upgradation.

The DC emphasized on working out a mechanism for revival of Traditional Crafts for Livelihood Generation including Basohli Paintings, Bamboo Artifacts and Hand Embroidery which besides providing the financial support would help in preserving the local culture. He was informed that the expected number of beneficiaries is 1890 from the district.

The DC stressed upon all stakeholders to work in tandem and prepare revised Skill Development plan according to the needs of the industries in the district. He asked them to map the skills as per the need and profile so that individuals from all categories could be covered and benefited.

The DC stressed upon the need for working out a mechanism to pool in the resources from cooperative societies as it will serve the dual purpose of providing financial support on one hand and will aid in further expansion on the other. The DC also directed concerned officers to share the training courses/course structure alongwith the minimum qualification/eligibility criteria required.

The DC further asked the concerned officers to prepare the plan by involving the industry representatives so as to ensure that right mapping takes place.

The DC directed the concerned officers to conduct an exercise for identification of the individuals as per the job profile within a period of 15 days and submit a report. He also urged all concerned officers to work with coordination so that better and desirable results could be yielded at ground level.

The meeting also discussed the constitution of Sub Committees of DSC wherein DC exhorted upon the officers to focus on the planning part and doing gap analysis as these are critical areas for success of the plan.

Among others, GM DIC, CEO BBDA, CEO BDA, CEO, CAO, CPO, DSWO, AD Employment, Handloom and Handicraft, Officers from other concerned departments attended the meeting.
