										<content:encoded><![CDATA[<p>URI, MAY 20: Deputy Chief Minister, Surinder Choudhary, today visited the Kaman Post in Uri and reviewed the facilities and tourism potential of the border area.</p>
<p>During the visit, the Deputy Chief Minister interacted with senior officers of army and inspected the Kaman Learning Centre, library and auditorium facilities established at the post.</p>
<p>He appreciated the efforts aimed at promoting awareness, education, and tourism in the border region.</p>
<p>Speaking on the occasion, the Deputy Chief Minister said that Kaman Post holds immense significance as a major attraction for border tourism. He emphasized the need for strengthening tourism activities in the area for the economic benefit of local residents.</p>
<p>Later, Deputy Chief Minister visited the NHPC power project in Uri and reviewed the functioning and power generation capacity of the vital hydroelectric project.</p>
<p>He interacted with senior officers and officials of the project and took stock of various operational aspects.</p>
<p>The Deputy Chief Minister stressed the importance of ensuring greater participation of local youth in national infrastructure and development projects.</p>
<p>He directed the concerned authorities to provide adequate employment opportunities to skilled and unskilled youth from the area, stating that such initiatives would significantly contribute towards sustainable livelihood generation and economic empowerment of local communities.</p>
<p>He reiterated the government’s commitment towards inclusive development, strengthening border infrastructure, and creating better opportunities for the youth across Jammu and Kashmir.</p>

										<content:encoded><![CDATA[<p>URI, MAY 20: Deputy Chief Minister, Surinder Choudhary, today said that the government has accelerated facility creation and is committed to develop rural areas at par with urban areas and cities of Jammu and Kashmir.</p>
<p>The Deputy Chief Minister said this while addressing at a public outreach programme at Bagna during daylong tour to border Constituency Uri of Baramulla district.</p>
<p>During an extensive tour, he assessed the progress of developmental works, road connectivity projects, educational and health infrastructure and mining operations across Uri areas.</p>
<p>The Deputy Chief Minister was accompanied by Chief Engineer PMGSY, Chief Engineer R&#038;B North Kashmir, ADC Baramulla, SDM Uri and other senior officers of the district administration.</p>
<p>Addressing a public gathering, the Deputy Chief Minister said that,  “the Government is committed to create facilities in rural areas at par with urban areas across Jammu and Kashmir so that the youth living in far-flung and border areas receive equal opportunities for growth and progress.”</p>
<p>During the visit, the Deputy Chief Minister inspected various R&#038;B works at Zehampora Uri, including construction of additional classrooms and library facilities at Government High School. He directed the concerned officers to ensure speedy completion of the projects and emphasized the need for strengthening educational infrastructure for the benefit of students.</p>
<p>Reviewing the ongoing developmental activities in the mining sector, the Deputy Chief Minister inspected the Gypsum mining block at Bagna Dara Gudliyan Uri. He stressed transparency, proper regulation and strict adherence to safety and environmental norms in mining operations. He further directed the officials to submit complete details of all mining blocks so that effective measures can be taken to ensure welfare and socio-economic benefits for local communities associated with mining activities.</p>
<p>“Any mining operations should benefit the local population and enhance means of there livelihood first,” he said.</p>
<p>As part of the infrastructure development initiatives, the Deputy Chief Minister laid the foundation stone for the Kushamarg PMGSY Road project at Bagna Uri.</p>
<p>He said that several important road projects have already been undertaken in Uri while many others are in the pipeline for the current year to ensure smooth and seamless connectivity across the border region.</p>
<p>He also laid the foundation stone for construction of the PMGSY Nambla–Rustom–Bilalabad road project in Uri and remarked that the project would significantly improve mobility and connectivity for residents living in border areas.</p>
<p>During the tour, the Deputy Chief Minister also inspected the PWD Rest House at Lagama Uri and called for its complete renovation. He directed the concerned departments to prepare plans for construction of a conference hall, development of parking facilities and landscaping of the lawn area so that the facility can serve as a better accommodation and meeting venue for official visitors and government engagements.</p>
<p>Later, the Deputy Chief Minister also addressed a public outreach programme at Officer&#8217;s Club and listened to their issues and demands.</p>
<p>He assured robust development and prompt grievance redress as priority for the present government.</p>
<p>During the tour, the Deputy Chief Minister met various public delegations including land losers of NHPC power project and assured them that their genuine issues shall be addressed on priority basis.</p>

										<content:encoded><![CDATA[<p>JAMMU, MAY 20: The Lieutenant Governor, Shri Manoj Sinha today presented appointment letters to newly appointed constables of Jammu &#038; Kashmir Police. On the occasion, the Lieutenant Governor urged the new recruits to dedicate themselves to defending the unity and integrity of the motherland and to strengthen the proud legacy of this force.</p>
<p>“We must remain constantly alert and vigilant. The nature of law &#038; order threats and terrorism has evolved, demanding a constant, unyielding vigilance and alert to threats that hide in plain sight,&#8221; the Lieutenant Governor said.</p>
<p>The Lieutenant Governor observed that new recruits must work as a team because the threats Jammu Kashmir confronts demand cooperation between different agencies.</p>
<p>“When we share information, plan strategies, and confront the enemy together, we build capacities that no single institution can create alone. India has always embraced the values of peaceful coexistence, mutual goodwill, and sincere friendship. Yet we face a neighbour widely known as a source of terrorism in the world. Alongside maintaining law and order, newly recruited constables must stand on the front line of national security with determination to eliminate threats of terror,” the Lieutenant Governor said.</p>
<p>The Lieutenant Governor stated that everyone should work with resolve and efficiency to rid Jammu Kashmir of fear and terrorism. He said terror does not sustain itself; it needs money, networks, and support systems. Using the full force of the law, we must trace and neutralize sources of funding. We must identify every network and dismantle every support system completely, the Lieutenant Governor said.</p>
<p>The Lieutenant Governor also cautioned that along with modern tools, police force should also adopt tradecraft of basic policing.</p>
<p>“In matters of law and order, beat policing proves highly effective. When a beat constable resolves that no crime will occur within their jurisdiction and that public land will not be occupied illegally, such unwavering commitment inevitably delivers results,” the Lieutenant Governor said.</p>
<p>The Lieutenant Governor said all new recruits are heirs to this noble legacy and they will enrich it further. He said every uniform of the Jammu &#038; Kashmir Police tells a story of courage, commitment, and purpose woven into the fabric of the nation’s history.</p>
<p>“Each time you put on the uniform, remember that you are adding a proud chapter to its legacy. Take pride in the ideals of defence and service that the Jammu &#038; Kashmir Police embodies, for they define both your duty and your honour,” the Lieutenant Governor said.</p>
<p>The Lieutenant Governor also commended the Jammu Kashmir Police for its swift and effective action against the drug smugglers and drug peddlers during the ongoing Nasha Mukt Jammu Kashmir Campaign.</p>
<p>“J&#038;K Police has laid out a comprehensive plan to completely choke drug entry routes. I am confident that the actions in the coming days will be stringent, and will yield major successes,” he said.</p>
<p>Over 3200 newly recruited constables were inducted into the Jammu Kashmir Police Force.</p>
<p>Shri Atal Dulloo, Chief Secretary; Shri Nalin Prabhat, DGP J&K; Shri Chandraker Bharti, Principal Secretary Home Department; Shri S.J.M. 										<content:encoded><![CDATA[<p>JAMMU, MAY 20: Advisor to Chief Minister, Nasir Aslam Wani, today conducted a comprehensive on-site review of the New Legislative Complex at Jammu besides inspecting the development works in the region.</p>
<p>The visit was aimed to inspect the ongoing construction work and ensure that all state-of-the-art infrastructural amenities aligned with global standards for Legislative efficiency are being adhered to by the executing agency. The Executive Engineer PWD(R&#038;B) Project Division-II presented the overview of the project, floor-wise facilities being constructed, details of enhanced seating capacity of Assembly Hall, construction of central hall, external finishing etc.</p>
<p>During the visit, the Advisor toured the central assembly hall, review  the administrative chambers and the surrounding public utility spaces.</p>
<p>Emphasizing the government’s commitment towards reinforcing democratic infrastructure in the Union Territory, the Advisor directed the executing agency to expedite the remaining finishing works and complete the project well within the specified time limit.  He underscored that timely completion of the modern complex is vital for the smooth functioning of future democratic proceedings and convenience of public representatives.</p>
<p>&#8220;Robust infrastructure is the backbone of effective governance. This new complex is not merely a building; it is a symbol of democratic ethos and must be completed promptly with uncompromising quality,&#8221; said the Advisor during the inspection.</p>
<p>Nasir Aslam interacted with the senior engineers of PWD(R&#038;B) Jammu and Mechanical Engineering Department, taking detailed stock of the structural and technical specifications of the project. He instructed the authorities to ensure seamless integration of advanced IT infrastructure, modern acoustics and enhanced security systems within the premises including e-Vidhan.</p>
<p>The upcoming New Legislative Complex is designed to provide a highly accessible, eco-friendly and technologically advanced environment for the lawmakers with facilities like e-Vidhan. With the expedited timeline, the administration aims to facilitate an enhanced working environment for the region&#8217;s representatives.</p>
<p>The Advisor was accompanied by senior officials from the civil administration.</p>
<p>Later, Nasir Aslam inspected various ongoing developmental works in Jammu along with Chief Engineer PWD (R&#038;B), Jammu, Rajesh Augustam, Superintending Engineer, Chief Medical Officer Jammu and other senior officers.</p>
<p>During the visit, the Advisor reviewed the permanent restoration work of the approach road to the 4th Tawi Bridge, Jammu. The senior officers informed that the project has been allotted at an estimated cost of ₹14.59 crore with a stipulated completion period of 12 months. The restoration work is aimed at improving the connectivity and ensuring smooth traffic movement in the area.</p>
<p>Nasir Aslam also inspected repair and renovation works being carried out at Yatri Niwas Bhagwati Nagar in view of the upcoming Shri Amarnath Yatra. The project included construction of temporary sheds and hangars for Yatris and langars besides laying of bitumen in parking areas and internal roads. The works are being executed at an estimated cost of ₹1.59 crore with a completion period of one and a half months.</p>
<p> The Advisor also inspected  another major project  envisaging construction of a 105-meter span prestressed RCC bridge over Balole Nalla at Gadi Garh. The Advisor was informed that the bridge work has been completed at an estimated cost of ₹7.2 crore  within 24 months.</p>
<p>During the inspection, the Chief Engineer PWD (R&#038;B), Jammu briefed the Advisor about the ongoing preparations and infrastructure works related to the Shri Amarnath Yatra, particularly the arrangements being undertaken by the PWD (R&#038;B) Division Satwari.</p>
<p>Nasir Aslam directed the concerned authorities to ensure timely completion of all ongoing developmental works so that adequate facilities are made available to the public and pilgrims during the forthcoming yatra.</p>
<p>While inspecting the arrangements at Yatri Niwas, Bhagwati Nagar base camp of Amarnath Yatra, the Advisor also visited the PHC there to assess the arrangements and preparedness  for the forthcoming Shri Amarnath Yatra. He enquired about the healthcare facilities being provided to the Yatris at the Centre.</p>
<p>Chief Medical Officer, Jammu, Dr. Harbaksh Singh, briefed the Advisor regarding the necessary arrangements being put in place at the PHC for upcoming Shri Amarnath Ji Yatra.</p>

<p>MLA Pahalgam Altaf Ahmad Wani (Kaloo); Director Social Welfare Kashmir, Director School Education Kashmir, Director Health Services Kashmir, CMO, CEO, other senior officers of district administration, family members of Shaheed Adil Hussain and large number of locals were also present on the occasion.</p>
<p>Addressing a large gathering, the Minister paid rich tributes to Shaheed Adil and said that the renaming of the institution is a humble tribute to the courage, sacrifice and patriotism displayed by the martyr. She added that the sacrifice of brave son of the soil will not be forgotten and Shaheed Adil will be remembered in our hearts, as this school is dedicated in his name to recognise his sacrifice.</p>
<p>Calling Shaheed Adil Hussain as national hero, Sakeena Itoo said that Government is committed to support the family in every possible manner.</p>
<p>“Everyone remembers martyr Adil Sahib. Along with Jammu and Kashmir, he has left his mark across the country. No one can ever forget the sacrifice he made,” Sakeena Itoo said.</p>
<p>The Minister recalled that Chief Minister, Omar Abdullah and former Chief Minister, Dr. Farooq Abdullah had promised the family that the school would be renamed after the martyr, adding that the government fulfilled the promise within a year.</p>
<p>The Minister emphasized that educational institutions play a vital role in shaping the future of society and renaming the school after Shaheed Adil would serve as a constant source of inspiration for students and youth of the area. She urged the students to work hard with commitment, discipline and contribute positively towards nation-building and social progress.</p>
<p>Highlighting the government’s commitment towards strengthening the education sector across Jammu and Kashmir, the Minister said that several initiatives are being undertaken to improve educational infrastructure, enhance learning facilities and provide quality education to students, particularly in rural and far-flung areas.</p>
<p>She further said that the Omar Abdullah-led Government is focused on ensuring inclusive and equitable development across all sectors with special attention towards education, healthcare and social welfare.</p>
<p>MLA Pahalgam, Altaf Ahmad Wani (Kaloo) also spoke on the occasion.</p>
<p>The Minister also interacted with students and teaching staff and appreciated the efforts of the school administration in promoting quality education in the region.</p>
<p>During the visit, the Minister also interacted with local residents and family members of Shaheed Adil Hussain, and paid rich tributes to the martyr.</p>
<p>The locals also raised various public issues before the Minister and sought their immediate redressal. she assured them that their genuine demands will be addressed.</p>
<p>On the occasion, a short movie was also played in the memory of Shaheed Adil Hussain Shah highlighting his braveness, besides lectures were delivered, praising the boldness and his humane nature of Shaheed Adil Hussain.</p>

										<content:encoded><![CDATA[<p>JAMMU, MAY 20: Chief Secretary, Atal Dulloo, today reviewed the readiness, operational framework and future sustainability plan for the Industrial Biotech Parks being established at Kathua and Handwara in Jammu and Kashmir, while stressing the need to transform these facilities into vibrant centres of innovation, entrepreneurship and technology-driven industrial development.</p>
<p>The review meeting was attended by Commissioner Secretary, Science &#038; Technology Department; Commissioner Secretary, Planning; Director, CSIR-Indian Institute of Integrative Medicine; CEO, Jammu and Kashmir Energy Development Agency; CEO, Centre for Innovation and Transformation in Governance;  faculty members from different universities and other concerned officers.</p>
<p>During the review, the Chief Secretary took stock of the infrastructure developed at the Industrial Biotech Park, Ghatti, Kathua, besides assessing the progress achieved on the Handwara Biotech Park project.</p>
<p>The Chief Secretary impressed upon the Science &#038; Technology Department to address the governance gaps highlighted by the professionals, observing that an institutional structure in the form of a Society already exists for running these parks. He called for putting in place a professional management system for taking day-to-day operational decisions and ensuring optimum utilisation of these assets in line with the objectives envisioned for their establishment.</p>
<p>He further emphasised the need for clearly defining the roles and responsibilities of the Science &#038; Technology Department and CSIR-IIIM Jammu in creating a conducive ecosystem for startups, entrepreneurship and capacity building. He urged the IIIM to position the required professional manpower at these facilities in accordance with on-ground requirements, noting that the institution possesses the expertise and capability to provide the necessary technical and scientific support.</p>
<p>The Chief Secretary also called for formulation of measurable Key Performance Indicators (KPIs) with defined timelines to achieve tangible outcomes and develop these parks into some of the best-performing innovation assets across the nation. He directed CiTaG to extend all possible assistance to the department in this endeavour.</p>
<p>Commissioner Secretary, Science &#038; Technology Department, Babila Rakwal, apprised the meeting about the present status of infrastructure created at these parks. She informed that optimal utilisation and efficient functioning of these facilities would require professional management under the guidance of institutions like IIIM Jammu, supported through adequate funding from the department and convergence with relevant Government of India schemes.</p>
<p>During the meeting, Director, CSIR-IIIM, Dr Zabeer Ahmed, and CEO, CiTaG, Dr Sandeep Ananthanarayanan, gave detailed presentations regarding the present status, functionality and long-term operational strategy for the biotechnology parks at Kathua and Handwara.</p>
<p>The meeting was informed that the Kathua facility, spread over nearly 10 acres, has been equipped with advanced infrastructure including fermentation and enzyme production units, medicinal and aromatic plant cultivation facilities, micro-propagation laboratories, farmer and youth skill development centres and central instrumentation facilities. It was further informed that the park has already hosted several programmes and activities aimed at promoting innovation, entrepreneurship and capacity building in the biotechnology sector.</p>
<p>The meeting was informed that the Kathua Biotech Park presently houses a BIRAC-BioNEST Incubator established to support agri-based startups and innovation-driven enterprises in sectors such as agriculture, nutraceuticals, phytopharmaceuticals, aroma and food processing, fermentation and healthcare biotechnology. The facility has been envisioned as a major innovation hub for startups, researchers and entrepreneurs from across Jammu and Kashmir.</p>
<p>Director, CSIR-IIIMfurther informed the meeting that several initiatives including farmer-centric workshops, skill development programmes, awareness campaigns under Mission YUVA and scientific conferences on AI-driven innovations in drug discovery and agriculture have already been organised at the Kathua campus.</p>
<p>He further highlighted the park’s significant potential in promoting medicinal and aromatic plant cultivation, essential oil processing, mushroom cultivation, herbal product development and bio-based industrial processes in the region.</p>
<p>Regarding the Handwara Biotech Park, the meeting was apprised that the project is progressing steadily and is being developed as another major biotechnology and innovation centre for Kashmirregion.</p>
<p> The meeting was apprised that operationalisation of both the parks would help create a robust ecosystem for biotechnology-led industrial growth, startup incubation, employment generation and skill enhancement among youth, women and farmers.</p>
<p>The CEO, CiTaG, Dr Sandeep Ananthanarayanan, presented a comprehensive roadmap for ensuring optimum utilisation and future self-sufficiency of the biotech parks through a collaborative operational model involving government departments, scientific institutions, startups, entrepreneurs and private sector participation.</p>
<p>A three-bucket operationalisation strategy and collaborative framework were also discussed for ensuring sustainable functioning, professional management and long-term economic viability of these facilities.</p>
<p>The meeting also discussed manpower requirements, infrastructure readiness, industry linkages, startup support mechanisms and alignment of these biotech parks with the national BioE3 policy and emerging bio-economy initiatives of the Government of India.</p>
<p>The Chief Secretary stressed that these biotech parks should serve as engines of innovation, scientific research and market-oriented biotechnology enterprises in Jammu and Kashmir. He underlined the need for strengthening institutional collaborations and ensuring effective utilisation of the infrastructure created for generating tangible socio-economic outcomes and employment opportunities across the region.</p>

The event was held as part of the 100-day intensified “Nasha Mukt J&#038;K Abhiyan” launched by the Hon’ble Lieutenant Governor of Jammu &#038; Kashmir on April 11, 2026.<br />
The walkathon was organized under the patronage of Director SKIMS/EOSG, Prof. M. Ashraf Ganie and was graced by Director National Health Mission (NHM), Akriti Sagar.<br />
Among the prominent dignitaries and participants present on the occasion were Mr. Zahoor Ahmad Mir, Additional Director SKIMS; Dr. Manzoor Ahmad, Director Finance SKIMS; Prof. Bashir Ahmad Fomda, Dean Medical Faculty SKIMS; Prof. Nisar Ahmad Bhat, Head Department of Pediatric Surgery; Prof. Syed Mudasir, Head Department of Biochemistry and Principal Paramedical College; Prof. Feroz Shaheen, Head Department of Radio Diagnosis; Prof. Anjum Bashir Fazili, Head Department of Community Medicine and Coordinator of the 100-Day Intensified “Nasha Mukt J&#038;K Abhiyan”; Prof. Syed Basina Yasin, Head Department of Pathology; Prof. Ghulam Hassan Yatoo, Head Department of Hospital Administration; and Prof. Syed Nisar Ahmad, Head Department of Medical Oncology, along with faculty members, students of SKIMS, SKIMS Paramedical College, and Madr-e-Meherban College of Nursing SKIMS.<br />
Speaking on the occasion, Director SKIMS Prof. M. Ashraf Ganie reiterated the crucial role of healthcare professionals in creating awareness against substance abuse and in guiding society towards a healthier future. He stated that healthcare workers, being at the forefront of patient care and community outreach, have a moral and professional responsibility to actively contribute towards building a drug-free society. He emphasized that awareness, early intervention, counseling, and collective societal participation are essential in combating the growing menace of drug addiction.<br />
The 100-day intensive campaign is envisioned as a high-impact phase of the broader “Nasha Mukt Bharat Abhiyan”, focusing on awareness generation, early identification of substance abuse, community engagement, and strict action against drug supply networks.<br />
SKIMS, through its Department of Community Medicine, has already been undertaking a series of awareness and outreach activities under the 100-Day Intensified “Nasha Mukt J&#038;K Abhiyan”, involving multiple stakeholders and reinforcing the administration’s commitment and zero-tolerance policy against substance abuse with the vision of creating a healthier and drug-free society.</p>

										<content:encoded><![CDATA[<p>SRINAGAR, MAY 13: Minister for Food, Civil Supplies &#038; Consumer Affairs, Transport, Youth Services &#038; Sports, Information Technology and Science &#038; Technology, Satish Sharma along with MLA Zadibal Tanvir Sadiq, on Wednesday unveiled the customised jersey for the upcoming Khyber Run for ShahreKhaas 2026 at SAMCI, Rajbagh, ahead of the much-awaited heritage run scheduled to be held on May 17 in Srinagar’s old city.</p>
<p>The event marks revival of the iconic Run for ShahreKhaas after nearly a decade and is being organised by Fucan Sports in collaboration with KSW. The initiative has generated tremendous enthusiasm among the athletes across Jammu and Kashmir, with registrations closing within just 48 hours of opening.</p>
<p>Around 150 professional athletes from different parts of Kashmir are expected to participate in the 10-kilometre run, which will pass through several historic landmarks of downtown Srinagar before culminating at Islamia College Campus, Hawal.</p>
<p>Speaking on the occasion, Satish Sharma lauded the organisers for reviving a sporting event that blends fitness with the rich cultural heritage of Srinagar’s old city.</p>
<p> “It is encouraging to see sports activities being organised in downtown Srinagar. Such events play a vital role in promoting fitness, discipline and a healthy lifestyle among the youth while also showcasing the cultural and historical significance of the old city,” maintained the Minister.</p>
<p>Satish Sharma said that under the leadership of Chief Minister Omar Abdullah, the government is committed towards strengthening the sports ecosystem across Jammu and Kashmir and encouraging greater youth participation in sports and fitness activities.</p>
<p> “We are working towards building a vibrant sports culture in Jammu and Kashmir by leading through participation and example. Increasing participation in sports and fitness activities is also helping guide youth away from drug abuse and towards positive and constructive pursuits,” he added.</p>
<p>The Minister also appreciated the overwhelming response received for the event and said such initiatives reflect the growing enthusiasm among young people towards sports and fitness.</p>
<p>Speaking on the occasion, Tanvir Sadiq termed it a privilege to once again be associated with the event that he had flagged off nearly ten years ago.</p>
<p>“The USP of this run is that it highlights the rich heritage of Srinagar’s old city while promoting a healthy lifestyle. The route starts in my constituency and concludes back in my constituency after covering almost all the historic areas of downtown Srinagar. Last time, I flagged off the event and this time, I will personally run alongside the athletes,” he said.</p>
<p>Highlighting the importance of fitness in combating drug abuse, Tanvir Sadiq said awareness against the drug menace should remain a continuous effort.</p>
<p>“Events like these, where people lead by example, are the perfect way to encourage the youth towards fitness and help them stay away from drugs,” he added.</p>
<p>Recalling the legacy of the event, he said Run for ShahreKhaas remained a regular feature in Srinagar’s old city until 2015 and expressed hope that future editions would witness even wider participation and additional categories.</p>
<p>The 10-kilometre route will commence from Badamwari Gate and pass through Kathidarwaza, Chattipadshahi, Rainawari, Khanyar, Nowpora, Khayam, Munawarabad, Baba Dawood Khaki Bridge, Baba Demb, Fateh Kadal, Khankah, New Zaina Kadal, Old Zaina Kadal, Budshah Tomb, Saraf Kadal, Bohri Kadal, Malaratta, Nowhatta, Jamia Masjid and Gojwara before concluding at Islamia College Campus, Hawal.</p>
<p>All the participants will receive customised finisher medals, T-shirts and participation certificates.</p>
<p>The event is supported by NITians Career Institute, Paristaan, Adlife and Media Line, while Khyber is the title sponsor.</p>

<p> The Minister stated this while distributing the appointment orders among Twenty-five Contingent Paid Workers (CPWs) of School Education department (SED) regularized as Multi-Tasking Staff (MTS), as well as promotion orders among fourteen Laboratory Assistants promoted as Teachers, at SCERT Auditorium Bemina here today.</p>
<p>Advisor to Chief Minister, Nasir Aslam Wani; Chairman JKBOSE, Ghulam Hassan Sheikh; Director School Education Kashmir, Naseer Ahmad Wani; Joint Director School Education Central Kashmir, Syed Shabir Ahmad; senior officers of school education department and other concerned officers were also present on the occasion.</p>
<p>Speaking on the occasion, the Minister reiterated the government’s commitment to ensuring fair opportunities based on merit and experience. She stated that nearly 3,000 CPWs have been regularized over the past one half years, reflecting sustained efforts to provide employment security and career advancement.</p>
<p>The Minister highlighted that employees are the backbone of any institution and their dedication plays a vital role in achieving the larger goal of delivering quality education to students. She emphasized that transparent and merit-based promotions not only recognize the hard work of employees but also motivate them to contribute more effectively towards institutional growth and public service delivery.</p>
<p> She said that several reformative measures are being undertaken to strengthen educational infrastructure, improve learning outcomes and address the genuine concerns of teaching and non-teaching staff.</p>
<p>Congratulating the employees, the Minister urged them to continue working with sincerity, dedication and a sense of responsibility for the betterment of the education sector and the future of students. She also assured that the government will continue to take necessary initiatives aimed at employee welfare, career progression and institutional development.</p>
<p>Addressing the gathering, Advisor to Chief Minister, Nasir Aslam Wani expressed satisfaction over the initiative and observed that several employees had been waiting for more than 25 to 27 years for regularization.</p>
<p> He stated that the government has initiated a systematic and phased approach to resolve long-pending cases and added that similar orders have been issued in recent months in both Jammu and Srinagar.</p>
<p> He reiterated that the government is prioritizing the education and healthcare sectors to ensure improved public service delivery and to meet the legitimate expectations of employees.</p>
<p>In his welcome address, Director School Education Kashmir, Naseer Ahmad Wani highlighted the department’s continued commitment to employee welfare and strengthening of education system.</p>
<p>Joint Director School Education Central Kashmir, Syed Shabir Ahmad delivered vote of thanks, while as Fayaz Ahmad Fayaz conducted the proceedings of the event.</p>
<p>Earlier, Minister Sakeena Itoo and Advisor Nasir Aslam Wani also distributed the bicycles among the meritorious students as well as students belonging to BPL families, who had excelled in exams of various classes.</p>

										<content:encoded><![CDATA[<p>SRINAGAR, MAY 11: Chief Secretary, Atal Dulloo today chaired the 3rd meeting of the UT Level Census Coordination Committee here to review the preparedness for the initial phase of Self-Enumeration and House Listing activities for Census 2027 across the districts of Jammu and Kashmir.</p>
<p>The Chief Secretary took this occasion to emphasize on the need for conducting vigorous and comprehensive training programmes for both Enumerators and Supervisors to ensure the highest standards of accuracy and reliability in data capturing during the Census process. He underscored that well-trained field functionaries would be key to maintaining the integrity and credibility of the entire enumeration exercise.</p>
<p>He further directed that the formation and demarcation of House Listing Blocks (HLBs) be completed well before the commencement of enumeration so that the process remains seamless, exhaustive and free from any lacunae. He stressed upon close monitoring of the progress at district and charge levels to avoid delays and ensure proper ground preparedness.</p>
<p>The Chief Secretary also called for launching effective and coordinated promotional campaigns involving different departments and stakeholders on designated thematic days to encourage citizens to voluntarily participate in the Self-Enumeration process. He observed that active public participation and awareness would play a crucial role in making the Census exercise successful and inclusive.</p>
<p>The Chief Secretary reviewed district-wise preparedness and stressed upon all Deputy Commissioners and concerned officers to ensure seamless coordination, timely completion of preparatory activities and extensive public outreach for achieving maximum participation in Self-Enumeration. He emphasized the importance of regular monitoring at district and charge levels to ensure smooth conduct of the House Listing phase.</p>
<p>During the meeting, Additional Chief Secretary, Finance, Shailendra Kumar stressed upon conducting multiple rounds of trainings for Enumerators and Supervisors keeping in view the critical and sensitive nature of the Census exercise. He also emphasized that no household, particularly in remote and hilly areas, should be left out during the formation of House Listing Blocks, calling for meticulous planning and field verification to ensure complete coverage.</p>
<p>During the meeting, Director, Census Operations J&#038;K and Ladakh, Amit Sharma, gave a detailed presentation outlining the progress achieved in training of field functionaries, formation of House Listing Blocks (HLBs), appointment of enumerators and supervisors, publicity plans, administrative preparations and fund utilization for the upcoming Census operations.</p>
<p>The meeting was informed that a total of 29 batches for training of Field Trainers had been created across all districts and the training process had substantially been completed by May 10, 2026. Training batches for Enumerators and Supervisors have also been constituted in 17 districts, while training programmes have already commenced in 12 districts.</p>
<p>The Director further informed that all districts and Municipal Corporations have identified the required field staff and the process of appointment and registration on the Census Management and Monitoring System (CMMS) portal is underway.</p>
<p>It was further informed that the Office of the Registrar General and Census Commissioner, India (ORGI) has approved deployment of 27,784 field functionaries for the UT, including 23,774 Enumerators and 4,014 Supervisors, excluding reserve staff.</p>
<p>Moreover QR-coded appointment letters and identity cards for registered field staff will be generated through the CMMS portal and distributed along with kit items after completion of trainings here.</p>
<p>Regarding House Listing Block formation, the meeting was apprised that more than 24,000 HLBs have been created across Jammu and Kashmir. Out of these, more than half have already been geo-tagged and demarcated. The meeting was apprised that certain districts have sought updation and correction in administrative units, following which related issues have been taken up with ORGI for early resolution.</p>
<p>The presentation also highlighted a comprehensive publicity and awareness campaign being planned for Self-Enumeration. As per ORGI guidelines, the campaign would include print, television, radio and digital media outreach, besides outdoor publicity, social media engagement, exhibitions, mobile publicity vans, nukkad nataks and community-level awareness initiatives in multiple languages including Urdu, Dogri and Gojri.</p>
<p>The meeting was also informed that Self-Enumeration of VVIPs would commence on May 17, 2026, the first day of Self-Enumeration, in accordance with the Standard Operating Procedures issued by ORGI for encouraging general public. Extensive media coverage and public awareness messaging would also be undertaken during the campaign.</p>
<p>A thematic 15-day Self-Enumeration outreach calendar has also been prepared to ensure participation from different sections of society, including elected representatives, educational institutions, judiciary, uniformed services, industries, health institutions, women’s groups, senior citizens, media organizations and youth groups.</p>
<p>To achieve 100 percent Self-Enumeration, districts have been advised to involve Panchayati Raj Institutions, Common Service Centres, educational institutions and local bodies for facilitating citizens in the enumeration process free of cost. Various districts have already initiated awareness campaigns through public meetings, school activities, debates, press conferences and Gram Sabha announcements.</p>
<p>The meeting also reviewed the status of updation of administrative units on the CMMS portal. It was divulged that administrative boundaries had been frozen as on December 31, 2025, in accordance with notifications issued by the Government of India and the J&#038;K Government. However the requests for updation of villages, wards and locality names have been received from districts and submitted to ORGI for earlier approval.</p>
